Key takeaways
- Pacifica is a district, not just Coastview Its base-game sub-districts are Coastview and West Wind Estate. Dogtown is a later sub-district of Pacifica added by Phantom Liberty.
- The Voodoo Boys are the dominant power in western Pacifica, particularly Coastview and the area around the Pacifica Serenity Bible Church.
- West Wind Estate is the southernmost and most neglected part of the district It contains the base game’s Pacifica ripperdoc, a weapon shop, a clothing vendor and the West Wind Apartments fast-travel point.
- The base game’s main Pacifica storyline is concentrated in Coastview I Walk the Line, Transmission and related Judy and Voodoo Boys events.
- There are two Pacifica Cyberpsycho Sightings Smoke on the Water at the end of Pacifica Pier and Lex Talionis near the Grand Imperial Mall. Both become available after The Rescue.
- Dogtown should be treated as a separate gameplay space It is physically inside Pacifica, but it is controlled by BARGHEST, becomes accessible through Dog Eat Dog and contains its own Phantom Liberty activities and facilities.
About this guide
Scope: Cyberpunk 2077 base game, with a separate section for Dogtown, the Phantom Liberty sub-district that occupies part of Pacifica. Spoilers: This guide discusses the Voodoo Boys questline, the Pacifica main missions, Cyberpsychos, NCPD activities and Phantom Liberty access.
Overview
Pacifica is Night City’s failed paradise: a southern coastal district planned as an exclusive resort, then abandoned when its investment collapsed. By 2077, the half-built hotels, malls and leisure complexes have become a Combat Zone controlled by gangs, scavengers and people the city has effectively chosen to ignore.
It is easy to treat Pacifica as little more than the route to the Voodoo Boys’ main story missions. That undersells the area. The district includes the Voodoo Boys’ Coastview, the neglected West Wind Estate, the Grand Imperial Mall, Pacifica Pier, an unfinished NCART station, several abandoned resorts and, in the Phantom Liberty continuity, the walled militia territory of Dogtown. The eastern section is not simply “another Pacifica neighbourhood”: Dogtown has its own government, checkpoints, vendors, missions, fast-travel network and progression rules.
Pacifica is also one of the clearest examples of Night City’s social geography. The city’s official institutions have withdrawn, but authority has not disappeared. It has been replaced by informal control: the Voodoo Boys dominate much of Coastview, scavengers occupy neglected buildings, the Animals serve as hired muscle inside the Grand Imperial Mall and BARGHEST rules Dogtown through armed checkpoints.
From resort project to Combat Zone
Pacifica was designed as a luxury destination for wealthy tourists and corporate visitors. The redevelopment plan included beaches, hotels, entertainment venues and Militech-backed security. The district’s surviving buildings show the intended scale: grand malls, hotels, resorts, swimming areas and large residential developments were built for a population and economy that never arrived.
The project collapsed amid war, political instability and the withdrawal of corporate investment. By 2077, many of the buildings are unfinished or abandoned, while others have been repurposed by gangs and displaced residents. City services were withdrawn rather than restored. Pacifica was eventually treated as outside the practical reach of ordinary Night City administration and designated a Combat Zone.
The district’s condition is not simply the result of poverty. Pacifica is also politically useful. By excluding it from official statistics and withdrawing public services, Night City can present a cleaner image while leaving the district to police itself. The Voodoo Boys’ control is therefore both a threat and a substitute for the institutions that abandoned the area.
Authority in 2077
Pacifica has no ordinary civic order.
The NCPD does not operate in Pacifica as it does in the central districts. This does not mean the area is safe. It means that danger is less predictable and that gang members, scavengers, hired security and armed militia fill the vacuum.

Coastview
Coastview is the main base-game sub-district and the area most closely associated with the Voodoo Boys. It contains the Grand Imperial Mall, Pacifica Serenity Bible Church, Batty’s Hotel, Pacifica Pier and the largest concentration of Voodoo Boys encounters.
The base-game main story sends V into Coastview during the search for Evelyn Parker and the investigation into the Relic. The area’s most important locations are usually reached during missions rather than discovered through ordinary exploration.
Named Coastview directory
Several of these are environmental or background names rather than normal shops. A named hotel or resort should not automatically be read as an enterable building or functioning business.
Named Coastview directory
West Wind Estate
West Wind Estate is the southernmost section of Pacifica and the area furthest from the Voodoo Boys’ concentrated presence. The in-game database describes it as the district’s most neglected region, with the Voodoo Boys found near Las Palapas Motel and scavengers frequently encountered elsewhere.
This is the most useful Pacifica sub-area for routine shopping. It contains the West Wind Apartments fast-travel point, the 2nd Amendment weapon shop, a clothing vendor and the district’s base-game ripperdoc. The weapon vendor is a former Voodoo Boy who left the gang and now runs the shop.
Named West Wind Estate directory
The Unfinished NCART Station is especially useful as an environmental landmark. It illustrates the district’s abandoned infrastructure and provides a strong sense of how much of Pacifica was planned but never completed.

Dogtown
Dogtown is an eastern sub-district of Pacifica added in Phantom Liberty. It is enclosed by walls and controlled by BARGHEST, a militia created and commanded by Kurt Hansen. The district is not governed like the rest of Night City, and standard NCPD activity does not apply in the same way.
Dogtown becomes accessible during Dog Eat Dog, the expansion’s opening mission. Its main western gate connects towards Coastview, and its main entrance lies north of EBM Petrochem Stadium.
Although Dogtown is geographically part of Pacifica, it should be kept separate in directories and progression guides. It has its own vendors, missions, facilities, checkpoints and fast-travel locations.
Named Dogtown directory
Additional named Dogtown locations include Cynosure Facility, Cynosure Site D, Brainporium, The Scraper and several mission-only or restricted facilities. The Cynosure complex is underground and is reached through expansion-specific story progression rather than ordinary free exploration.
---
Pacifica becomes relevant during Act Two, but V can explore parts of it before completing the Voodoo Boys storyline. The most reliable approach is to enter from the northern or eastern road connections and use the district map to unlock fast-travel points as you move.
Practical routes
Pacifica’s roads are generally more useful as navigation landmarks than as destinations. The district’s large buildings are easier to identify from the map and skyline than by street names.
---
Practical routes: steps
- 01For Coastview: approach from the main northern road and follow signs towards the Grand Imperial Mall or Batty’s Hotel.
- 02For the Voodoo Boys storyline: travel to the marker for the main job chain. The objective route will take V through Coastview and towards the Grand Imperial Mall.
- 03For West Wind Estate: use the road south through Pacifica and unlock West Wind Apartments. This makes the ripperdoc and nearby vendors much easier to revisit.
- 04For Pacifica Pier: from Coastview, head towards the waterfront and follow the long pier. This is the location of Smoke on the Water.
- 05For Dogtown: begin Dog Eat Dog after meeting the expansion’s access requirements. Follow Songbird towards the Dogtown entrance rather than trying to treat the walls as a normal open-world boundary.
Voodoo Boys
The Voodoo Boys are Pacifica’s most important base-game faction. They are a Haitian gang and netrunner organisation that uses the district as a community stronghold and a base for operations in the wider Net.
The gang is not presented as a simple public authority. It protects parts of the local community while also controlling access, manipulating outsiders and pursuing its own dangerous netrunning agenda. V’s dealings with Placide and Brigitte define much of the district’s main story.
Key story-associated Voodoo Boys include
Animals
The Animals are physically powerful gang members used as security inside the Grand Imperial Mall. They are connected to NetWatch’s operation there and act as the principal combat force during I Walk the Line. Sasquatch is their leader in the mall and functions as a major boss encounter.
Scavengers
Scavengers are common in West Wind Estate and other neglected parts of Pacifica. They occupy abandoned buildings, strip valuable equipment and prey on people who have little protection. Their presence is one reason the southern area remains dangerous even where the Voodoo Boys’ control is weak.
BARGHEST
BARGHEST is exclusive to Dogtown and should not be folded into the base-game Pacifica faction list. It is a militia formed around Kurt Hansen and controls Dogtown through armed patrols, barricades and checkpoints.

Base-game vendors
Ripperdoc, West Wind Estate
The West Wind Estate ripperdoc is Pacifica’s principal base-game cyberware vendor. The clinic is close to West Wind Apartments, making that fast-travel point the most convenient way to reach it. Available stock varies according to game version, character level and cyberware progression, but the clinic is associated with operating systems, cyberarms, leg cyberware and other standard ripperdoc services.
2nd Amendment
The weapon shop is located at West Wind Apartments. Its vendor is a civilian and former Voodoo Boy who left the gang. The shop is a functional weapon vendor, not merely decorative scenery.
Clothing vendor, West Wind Estate
A clothing vendor operates in the West Wind Apartments area. The vendor’s stock is level-dependent and should be checked periodically if you are collecting clothing, armour appearances or early-game gear.
Other named businesses
Pacifica contains several named storefronts and hospitality venues, but many are environmental labels rather than functioning services. The following should not automatically be treated as vendors:
Dogtown adds several actual services, including multiple ripperdocs. Their availability is tied to Phantom Liberty progression and should not be used as evidence that Pacifica has multiple base-game ripperdocs. The expansion’s named clinics include Farida’s Clinic, Lahovary’s Clinic and other Dogtown medical facilities.

Other named businesses
Main jobs
I Walk the Line
This is the major first Voodoo Boys mission in Pacifica. V travels to the Grand Imperial Mall to investigate a lead connected to the Relic and Evelyn Parker. The mall is occupied by Animals, who are acting as security for NetWatch.
The mall is mission-focused. Once the main objective is complete, much of its significance is tied to the consequences of V’s choice rather than repeatable activity.
Transmission
Transmission follows the events at the Grand Imperial Mall and takes V to the Pacifica Serenity Bible Church. The church conceals the Voodoo Boys’ principal base and their access to the local Net infrastructure.
This sequence contains some of Pacifica’s strongest atmosphere: religious imagery, improvised technology and a community defence structure built beneath a neglected district.
Judy-related content
Judy Álvarez’s storyline intersects Pacifica through the search for Evelyn Parker. The district is therefore part of the emotional and investigative arc surrounding Evelyn, even when Judy is not physically present in every Pacifica location.
Gig
Two Wrongs Makes Us Right
It is associated with Mr Hands and takes place in West Wind Estate. The gig is separate from the Voodoo Boys main storyline and is useful for exploring the southern part of the district beyond the mall and church. PowerPyx lists it among the Pacifica missions, while its broader walkthrough distinguishes it from the later Dogtown gigs added by Phantom Liberty.
Cyberpsycho Sightings
Pacifica has two Cyberpsycho Sightings.
Smoke on the Water takes place at the end of the long pier. Lex Talionis begins near a garage north of the Grand Imperial Mall. These encounters are part of Regina Jones’s wider Psycho Killer quest and can be completed using lethal or non-lethal tactics, with the final report sent after the target is neutralised.
Cyberpsycho Sightings
| Mission | Area | Access |
|---|---|---|
| Smoke on the Water | End of Pacifica Pier, Coastview | Complete The Rescue |
| Lex Talionis | Near the Grand Imperial Mall, Coastview | Complete The Rescue |
NCPD Scanner activities
Pacifica contains ordinary open-world scanner activities despite the district’s lack of normal policing. District guides list:
One compiled activity list records seven Assaults in Progress, two Suspected Organised Crime Activities and two Reported Crimes in Pacifica, while Game8’s district overview counts eleven NCPD Scanner Hustles in total. Exact map totals can vary by version, map filtering and whether hidden-gem markers are included.
Treat scanner activities as fixed world encounters, not random events. Their enemies, loot containers and shard placements are normally fixed, although ordinary weapon drops and item rarity can scale with progression.
---
The safest general approach is to avoid crossing faction borders casually. Pacifica’s open spaces can look empty, but enemies often occupy rooftops, half-built structures and alleys. The Grand Imperial Mall in particular is best treated as a hostile compound until the relevant main mission says otherwise.
Practical combat advice
---
Grand Imperial Mall
The Grand Imperial Mall is Pacifica’s most important base-game structure. It represents the failed resort project in miniature: a huge commercial complex built for wealthy visitors, now occupied by gangs and corporate security contractors.
Its most important role is narrative rather than commercial. V enters it during I Walk the Line, and the building’s internal route leads to the Sasquatch encounter and the NetWatch choice.
Pacifica Serenity Bible Church
The church is the Voodoo Boys’ central base and the setting for Transmission. Its upper religious spaces conceal a much more advanced netrunning operation underneath. The contrast between abandoned public life and hidden technical infrastructure is one of Pacifica’s defining motifs.
Pacifica Pier
The long pier leading into the bay is the location of Smoke on the Water. It is also one of the district’s clearest examples of Pacifica’s intended resort identity. The structure is built for leisure and tourism, but its current use is isolated, dangerous and decayed.
West Wind Apartments
West Wind Apartments is both a fast-travel point and a practical shopping hub. It is the best base for the West Wind Estate ripperdoc and the 2nd Amendment weapon shop.
Unfinished NCART Station
The unfinished station is an abandoned transport project in West Wind Estate. It is a useful navigation landmark and a reminder that Pacifica was intended to be integrated into a much larger urban redevelopment scheme.
EBM Petrochem Stadium
The stadium is a major eastern landmark near the Dogtown boundary. In the expansion, it helps orient the player towards Dogtown’s northern entrance and the BARGHEST-controlled territory beyond the walls.

Completion checklist
---
Dogtown changes the practical meaning of Pacifica. Before Phantom Liberty, the district is a neglected base-game Combat Zone dominated by the Voodoo Boys and fragmented criminal groups. After Dogtown becomes available, the eastern side is a fortified militia state with its own rules.
Dogtown becomes accessible during Dog Eat Dog. It is not simply unlocked by clearing the base-game Voodoo Boys missions, and entering it should be documented separately from ordinary Pacifica exploration.
The expansion’s gigs should not be added to the base-game Pacifica gig total. Walkthrough references sometimes group Two Wrongs Makes Us Right with Dogtown because Mr Hands handles both sets of work, but it remains a base-game Pacifica gig.
---
Pacifica’s visual language draws on the idea of a failed coastal resort: wide roads, unfinished towers, hotels, malls, beaches and leisure facilities that were built for a future that never arrived. In the game’s history, corporate investment and political ambition created the district, while war and abandonment left it to gangs and refugees.
The district’s name also echoes the real Pacifica area on the California coast, but the in-game Pacifica is a fictional Night City district rather than a direct recreation of the modern municipality. The wider Night City setting has repeatedly used coastal California geography while changing the exact placement and shape of districts between Cyberpunk continuities. Treat real-world Pacifica and Cyberpunk 2077’s Pacifica as separate places.
---
This guide is researched but not claimed to be an exhaustive item-by-item database. The following points require version-specific verification before being used for a perfect 100% checklist:
The most reliable completion method is therefore to combine this district structure with the in-game map, the relevant sub-district pages and a version-matched activity checklist, rather than treating every named location as an enterable building or functioning service.
