Key takeaways
- West Wind Estate is a sub-district of Pacifica, not a separate district and not the same place as the older tabletop setting called West Wind Estates.
- The principal civilian hub is West Wind Apartments, which contains the district’s fast-travel point, a weapon shop, clothing shop, ripperdoc and melee weapon vendor.
- The district’s most important base-game activity is the Suspected Organized Crime Activity involving Scavengers and Anton Kolev.
- Moron Labe, an Iconic assault rifle, is associated with Anton Kolev’s NCPD activity. It is obtainable by looting Kolev during that encounter, with the exact acquisition method depending on the game’s current item and crafting rules.
- The area is home to Henry, Jill and Steve Sanchez, who are connected with the ending-related quest New Dawn Fades. Johnny Silverhand may also appear there depending on the ending route and the state of V’s story.
- With Phantom Liberty, West Wind Estate becomes the Night City end of the Dogtown smuggling tunnel, which leads to Boatwerks and provides access to a BARGHEST-related activity.
About this guide
Scope: Cyberpunk 2077 base game, with a clearly marked note for Phantom Liberty content. Status: Research-based guide. The game does not expose every minor street, interior or background sign as a named database entry, so the directory below includes all named locations and named characters that could be verified from the available evidence, while separating confirmed locations from less certain environmental details. Spoilers: This guide discusses the West Wind Estate NCPD activity, the New Dawn Fades ending quest, named vendors and *Phantom Liberty*’s Dogtown tunnel.
Overview
West Wind Estate is the southernmost sub-district of Pacifica, Night City’s abandoned resort-development district. In 2077 it is a neglected Combat Zone rather than a functioning residential estate. The area is cut off from much of Night City by Pacifica’s wider breakdown, with the Voodoo Boys, Scavengers and Animals appearing as its main hostile or influential factions.
Unlike Coastview, which contains Pacifica’s major mall, church and ruined resort spaces, West Wind Estate is a smaller, more dispersed neighbourhood of unfinished construction, motels, low-rise apartments, shops and gang-held compounds. Its apparent emptiness is part of its identity. The district is not designed as a dense quest hub, but it rewards methodical exploration with several vendors, a small group of named residents, an NCPD crime scene and, with Phantom Liberty, a smuggling connection into Dogtown.
Boundaries and hierarchy
West Wind Estate belongs to Pacifica, one of Night City’s districts. It should not be treated as a synonym for all of southern Pacifica. The broader district also contains Coastview and, after the events and expansion content associated with Phantom Liberty, Dogtown. West Wind Estate is the southernmost Pacifica sub-district and is presented as the more isolated and neglected part of the region.
Dogtown’s connection is especially easy to misunderstand. The Dogtown Tunnel links a location in Dogtown called Longshore Stacks to a boat shop called Boatwerks on the West Wind Estate side. That does not make the tunnel or Longshore Stacks part of West Wind Estate. The two are neighbouring connected areas with a mission and smuggling route between them.
Not the same as West Wind Estates
The singular West Wind Estate is the Cyberpunk 2077 location. The plural West Wind Estates is an older Cyberpunk 2020 neighbourhood in Pacifica. The tabletop location was originally portrayed as an affluent, planned community for corporate professionals, with an apparently liberal civic culture that had become oppressive and conformist beneath the surface. It is a useful thematic predecessor, but its history should not be automatically applied to the 2077 game location.

History and atmosphere
Pacifica was planned as a major resort and investment development, but the project collapsed before it could become the prosperous corporate district its investors imagined. By around the end of the Unification War, attempts to restart construction met resistance from local residents and the Voodoo Boys. Corporate eviction efforts and NCPD intervention escalated into riots. The police eventually withdrew, and Night City’s City Council shut down city services in an attempt to force the area’s inhabitants out. The strategy failed. West Wind Estate and Coastview instead became a new Combat Zone within the city.
The result is a district where formal authority is weak. NCPD patrols, corporate security and municipal services do not exercise the same visible control found in districts such as Corpo Plaza or City Centre. Gang conflict, scavenging and drug trafficking have become ordinary parts of life. The district’s isolation also explains why visitors are treated with suspicion and why local factions matter more than official civic institutions.
The environment communicates this history through unfinished or repurposed spaces. Residential blocks stand beside derelict motels, empty development land and makeshift commercial areas. Some businesses retain their original signage even though the neighbourhood around them has collapsed. This gives West Wind Estate a different feel from Coastview, where the ruined mall and resort structures provide more obvious monumental landmarks.

Geography and subareas
West Wind Estate does not have a large set of formally named internal neighbourhoods. Instead, it is best understood through several clusters of buildings and routes.
West Wind Apartments
The West Wind Apartments form the district’s main civilian and commercial cluster. The complex includes apartment blocks, shops, hotels and other establishments. It is also the location of the district’s fast-travel dataterm. A staircase route near the complex leads down towards the shore, giving the area a vertical connection between the built-up apartment zone and the coast.
The complex is the best place to begin a visit because it contains the largest concentration of useful services.
Some entries are functional services, while others are residential or decorative. The apartment complex should not be treated as one single enterable building. Its named occupants and vendors are distributed across the area.
Motel and gym area
The Los Osos Motel is one of the district’s named landmarks. It contains Bull House, a gym or training venue. The motel is also associated with Voodoo Boys presence in the district, although the available evidence does not support treating every Voodoo Boy encountered near the motel as a named resident or permanent occupant.
Hotels and commercial frontage
The district contains the Hotel Pistis Sophia and a clothing establishment named Fashion. These are named environmental landmarks in the West Wind Estate directory. The evidence confirms their presence as locations, but does not establish that every named business functions as a full player service in every version of the game. In particular, a sign or location name should not be taken as proof that a shop has an active purchasing interface.
Southern and coastal approach
The southern part of West Wind Estate is the district’s most isolated section. It contains open, unfinished or lightly developed areas, with the surrounding coastline contributing to the sense that the neighbourhood is cut off from the rest of Night City. The unfinished NCART station is a named landmark, but it is not a normal functioning metro station or a general-purpose transport hub.
Dogtown Tunnel connection
In Phantom Liberty, the West Wind Estate side of the Dogtown Tunnel is located at or near Boatwerks, a boat shop. The tunnel is not part of the base-game West Wind Estate activity set. It belongs to the expansion’s smuggling infrastructure and is associated with BARGHEST under Ross Ulmer’s command.

Access and useful routes
First visit
West Wind Estate is reached through Pacifica. The most practical approach is to enter from the north-western Pacifica routes and follow the road network south towards the apartment and motel areas. The exact route depends on the player’s current position and whether the map has already revealed the fast-travel dataterm.
Once inside, travel on foot is often more useful than driving. The district’s buildings, staircases and side areas are compact enough to inspect on foot, while driving can make it easy to miss elevated platforms, rooftop encounters and alleys around the apartment blocks.
Recommended exploration route
---
Recommended exploration route
- 01Start at the West Wind Apartments fast-travel point. This is the district’s main navigation anchor and the most useful return point.
Recommended exploration route
- 01Inspect the apartment-facing commercial frontage. Locate 2nd Amendment and check the nearby vendor positions. The weapon vendor is a former Voodoo Boys member who left because she no longer believed in their methods, particularly their focus on solving problems through the Net.
Recommended exploration route
- 01Search the apartment buildings and nearby residential spaces. This is where the Sanchez family and other named residents are associated with the district.
Recommended exploration route
- 01Move towards Los Osos Motel and Bull House. This route covers the motel landmark and the gym area, while also giving a good view of the district’s gang-controlled atmosphere.
Recommended exploration route
- 01Continue towards Hotel Pistis Sophia, Fashion and the unfinished NCART station. Treat these as environmental landmarks rather than assuming that each provides a usable service or interior.
Recommended exploration route
- 01Return to the apartment area before starting the NCPD activity. Selling unwanted equipment at the local vendors first can reduce inventory pressure before fighting the Scavengers.
Recommended exploration route
- 01If using Phantom Liberty, locate the Boatwerks side of the Dogtown Tunnel. This is separate from the base-game district tour and may involve BARGHEST-related enemies and loot.
Residents, vendors and other characters
Residents
West Wind Estate has fewer named civilian residents than many central Night City neighbourhoods. The most clearly documented family is the Sanchez household.
Vendors and services
The district provides a useful selection of basic vendors despite its Combat Zone status.
The weapon vendor at 2nd Amendment is specifically documented as a former Voodoo Boys member. Her background is an example of West Wind Estate’s uneasy relationship between local civilians and gang power.
The available sources confirm the presence of the services above, but do not establish a complete version-by-version inventory. Vendor stock can also vary with character level, game version and item progression. Do not assume that a particular weapon, clothing item or cyberware implant is permanently available without checking the vendor in the player’s current version.
---
Vendors and services
| Service | Location or association | What it does |
|---|---|---|
| Ranged weapon vendor | West Wind Apartments, 2nd Amendment | Sells firearms and related weapon stock |
| Melee weapon vendor | West Wind Apartments area | Sells melee weapons |
| Clothing vendor | Fashion, West Wind Estate | Sells clothing stock |
| Ripperdoc | West Wind Apartments area | Provides cyberware services |
Factions and ordinary enemies
Voodoo Boys
The Voodoo Boys are the faction most closely associated with Pacifica’s local power structure. In West Wind Estate they are described as having weak control around the district, with a known presence near the motel area. They are not presented as a conventional municipal authority, but as one of the groups whose approval or hostility can determine whether outsiders move through Pacifica safely.
Scavengers
Scavengers are common in West Wind Estate and are the primary faction connected with the district’s confirmed NCPD organised-crime activity. Their presence fits the area’s abandoned construction, weak civic oversight and trafficking economy.
The main named Scavenger tied to the district is Anton Kolev, a high-ranking member wanted for murder and illegal cyber-implant trafficking. He appears in the West Wind Estate Suspected Organized Crime Activity.
Animals
Animals are listed among the notable gangs associated with West Wind Estate. However, the available evidence does not establish a major named Animals mission, boss encounter or separate sub-area within the district. Their inclusion is therefore best understood as a faction association rather than proof of a dedicated Animals facility.
BARGHEST
BARGHEST belongs primarily to Dogtown, not the base-game West Wind Estate. In Phantom Liberty, its smuggling tunnel reaches the West Wind Estate side through Boatwerks. Keep the faction geographically separate when describing the district.
---
Law enforcement and security
West Wind Estate is classified as a Combat Zone. The most important practical consequence is the lack of ordinary, visible municipal control. The NCPD does not maintain the same level of authority here as in the central districts, and corporate power is similarly limited. Gang conflict and illicit trade are treated as normal features of the area.
This does not mean the district is mechanically lawless in every situation. The player can still trigger police responses through ordinary gameplay systems, and NCPD markers can appear for crimes and organised-crime activities. The lore distinction is that official authority has withdrawn from maintaining the neighbourhood as a functioning civic district.

Missions and activities
Suspected Organized Crime Activity: West Wind Estate
The main confirmed base-game combat activity is a Suspected Organized Crime Activity involving Scavengers. The encounter is associated with Anton Kolev, who is identified as a high-ranking Scavenger wanted for multiple murders and illegal cyber-implant trafficking.
Reward: Moron Labe
Moron Labe is associated with Anton Kolev’s West Wind Estate encounter. Community documentation identifies the weapon as an Iconic assault rifle obtained by looting Kolev, with later crafting availability depending on the game’s item system and version.
Because Cyberpunk 2077 changed Iconic weapon handling across updates, players should verify whether they have received the weapon itself, a crafting specification or an equivalent progression item in their current version. The important missability point is simple: search Kolev and the encounter area before leaving.
New Dawn Fades
West Wind Apartments are associated with New Dawn Fades, one of the ending-related quests. The Sanchez family’s presence in the district is particularly relevant to this story content. The quest does not turn West Wind Estate into a normal repeatable quest hub, and the appearance of Johnny Silverhand is dependent on the ending route and story state.
Players seeking all available dialogue and character appearances should avoid treating the apartment area as a purely disposable vendor stop. Story progression can change who appears there and what interactions are available.
Phantom Liberty: Dogtown Tunnel activity
The Dogtown Tunnel is associated with a BARGHEST activity named Increased Criminal Activity: BARGHEST. The tunnel serves as a smuggling route between Longshore Stacks in Dogtown and Boatwerks in West Wind Estate. The West Wind side also contains a locked room with the Iconic Senkoh LX Raiju.
This is Phantom Liberty content and should not be counted as part of the base-game West Wind Estate mission set.

Suggested approach
- 01Approach from a position that gives you a view of the hostile group.
- 02Use scanning to identify cameras, explosives and isolated enemies.
- 03Disable surveillance before committing to the fight where possible.
- 04Deal with enemies controlling elevated positions first.
- 05Search Anton Kolev after the encounter.
- 06Read the shards and inspect the area before leaving.
- 07Check your crafting or inventory menus for the reward associated with the encounter.
Items and collectibles
Confirmed notable items
The available evidence does not support a complete inventory of every ordinary shard, random loot container, weapon drop or procedural enemy item in the district. Such items should not be presented as fixed collectibles without a reliable placement source.

Fast travel
West Wind Estate has one verified fast-travel dataterm:
The location is listed separately from Pacifica’s Coastview and Dogtown dataterms. In particular, Ventura & Skyline belongs to Wellsprings, not West Wind Estate, while the West Wind Apartments dataterm is the district’s documented fast-travel point.
For practical exploration, activate this dataterm as soon as possible. It provides the best return route to the district’s vendors, residents and apartment-area activities.

Named-location directory
The following names are the verified West Wind Estate entries collected independently of the narrative sections above.
Expansion-connected names
The directory distinguishes confirmed named locations from broader environmental references. It does not treat every sign, unnamed apartment, generic storefront or random enemy as a separately named entry.

Real-world and series context
West Wind Estate’s thematic relationship with the older West Wind Estates is more useful than a direct one-to-one continuity claim. In Cyberpunk 2020, West Wind Estates was a planned community associated with corporate professionals, civic idealism and a highly controlled social environment. In Cyberpunk 2077, the name is attached to a failed, abandoned Pacifica development that has become a Combat Zone. The shared name suggests continuity of setting history, but the two locations should remain separate entries because they belong to different time periods and portrayals.
