Key takeaways

  • Westbrook contains three sub-districts Japantown, Charter Hill and North Oak. Treating Japantown as the whole district leaves out much of its story and exploration content.
  • Japantown is the busiest and most openly commercial area, with Jig-Jig Street, Cherry Blossom Market, Clouds, Megabuilding H8 and Wakako’s office.
  • Charter Hill is the main corporate and high-rise residential area, including the Dynalar Complex and locations used by the Peralez storyline.
  • North Oak is quieter and more exclusive, containing the Columbarium, Kerry Eurodyne’s villa, the Arasaka Estate and the North Oak drive-in theatre.
  • The district has 26 fast-travel dataterms across its three sub-districts, making it one of the easiest areas to sweep systematically once its network is unlocked.
  • The base game contains nine fixer gigs in Westbrook according to current district listings, distributed as five in Japantown, three in Charter Hill and one in North Oak.
  • Westbrook’s most important optional narratives include Automatic Love, I Fought the Law, Dream On, Off the Leash, the Zen Master jobs and Kerry’s later quest line.

About this guide

Scope: Cyberpunk 2077 base game, including the post-launch 2.x version of Night City where relevant. Phantom Liberty-only content is excluded unless it helps identify a returning location. Spoilers: This guide discusses major side jobs, fixer work, characters, and several optional story outcomes.

Overview

Westbrook is Night City’s district of wealth, entertainment and controlled danger. It is not simply “Japantown”: the district includes Japantown, Charter Hill and North Oak, three areas with sharply different identities. Japantown is crowded, commercial and strongly associated with the Tyger Claws. Charter Hill is a polished corporate-residential zone built for ambitious professionals. North Oak is an exclusive hillside enclave of villas, private security and the city’s most powerful residents.

For V, Westbrook is also the territory of fixer Wakako Okada, a major source of gigs, and the setting for important side content involving Judy Alvarez, the Peralez family, Kerry Eurodyne, the Zen Master and several memorable one-off encounters.

Japantown

Japantown is Westbrook’s entertainment and street-commerce centre. It is the part of the district most players encounter first because it contains Wakako’s office, several early or mid-game side jobs, the Clouds club and Megabuilding H8.

The area is highly walkable but vertically layered. Look above street level for balconies, elevated walkways, roof access and signs that lead into interiors. The main roads are busy, while side alleys and market lanes often contain loot, vendors, minor encounters and mission entrances.

Charter Hill

Charter Hill is Westbrook’s corporate middle ground. It is wealthier and cleaner than much of Night City, but it does not have North Oak’s sense of total separation. Its architecture mixes apartment towers, office complexes, landscaped plazas and expensive roads.

This is the sub-district to explore when following political, corporate or surveillance-related stories. It is also a useful contrast to Japantown: both are prosperous by Night City standards, but Japantown’s wealth is displayed through consumption and nightlife, while Charter Hill’s is displayed through property, security and professional status.

The directory combines places named on the map with locations used as fast-travel labels. It does not claim that every named point is a distinct public building.

North Oak

North Oak is the most exclusive part of Westbrook and one of the clearest expressions of Night City’s class hierarchy. Its streets are quieter, greener and more spacious than Japantown’s. Private security is more important here than visible gang control, and the district’s isolation is part of its identity.

North Oak is easy to rush through because it has fewer dense streets and fewer conventional shops. It rewards slower exploration, particularly around the hills, the Columbarium and the residential roads.

Ordinary NPCs and social groups

The Tyger Claws are most visible in Japantown. North Oak has fewer conventional gang encounters because private security and restricted residential compounds replace much of the street-level gang presence described elsewhere in Night City.

Westbrook’s ordinary population differs by sub-district
AreaTypical NPC presence
JapantownTyger Claws, shoppers, tourists, street vendors, club-goers, Joytoys, office workers
Charter HillCorporate employees, apartment residents, security personnel, service workers
North OakWealthy residents, private guards, domestic staff, visitors and memorial-goers

Tyger Claws

The Tyger Claws are Westbrook’s defining gang presence, especially in Japantown. Their influence is expressed through businesses, clubs, street patrols and controlled interiors rather than through a single obvious headquarters.

When exploring Tyger Claw territory

  1. 01
Check whether a location is tied to an active gig before attacking.
  2. 02
Look for cameras and turrets around clubs, markets and corporate buildings.
  3. 03
Use stealth or quickhacks when a job requires a target to be extracted rather than killed.
  4. 04
Search side rooms after combat, since Tyger Claw compounds often contain shards, weapons and crafting components.

Corporate and private security

Charter Hill and North Oak rely more heavily on private security. Security guards can be encountered around corporate campuses, luxury housing and restricted estates. A building’s polished appearance does not make it safe to trespass.

Police response

NCPD presence varies by street and mission state. Westbrook is not a lawless combat zone, but the district’s wealth does not prevent violent incidents. Public areas may contain NCPD Scanner Hustles, organised crime scenes and assault events. Current district listings identify 21 NCPD Scanner Hustles across Westbrook’s three sub-districts.

Westbrook has a mixture of true services, mission-only interiors and decorative storefronts.

Functional or clearly usable services

The exact stock of ordinary vendors can vary with level, progression and game version. A sign or shopfront should not be treated as proof that a service is available. In particular, many Westbrook businesses are scenery or mission backdrops rather than permanent vendors.

Fast travel

Westbrook contains 26 listed fast-travel dataterms. The following directory is grouped by sub-district.

North Oak

This list is based on the district fast-travel directory. It includes transport labels and apartment or mission destinations, not only conventional landmarks.

Main jobs

Westbrook is involved in several major story sequences, particularly:

The exact order in which optional jobs appear depends on main-story progress.

Fixer gigs

Wakako’s Westbrook gigs cover rescues, thefts, eliminations, sabotage and investigations. Current district guides count nine base-game gigs:

The exact map presentation can vary by patch and progression. Gigs may not all appear immediately, and some require sufficient Street Cred, story progress or movement through the district.

NCPD and cyberpsychos

Westbrook’s NCPD Scanner Hustles are distributed across all three sub-districts. Japantown provides the densest concentration of street-level encounters, Charter Hill favours corporate and residential sites, and North Oak’s encounters are more spread out.

Cyberpsycho sightings and other map events should be completed through the quest marker rather than assumed from the district alone. Their availability and exact placement can depend on the player’s overall progression.

Route 3: North Oak quiet circuit

---

---

Westbrook’s design is a deliberate class map of Night City.

The district’s name and sub-area structure also connect the game to earlier Cyberpunk worldbuilding. Locations such as Megabuilding H8, Dynalar Complex and the Columbarium appear in broader Cyberpunk material and are not merely arbitrary map labels. Megabuilding H8, for example, has a documented history in the wider setting and is placed in Japantown in 2077.

Westbrook’s mission titles also continue the series’ frequent use of musical references. Stairway to Heaven, Dream On and Boat Drinks are especially conspicuous examples, though the game does not always spell out the intended reference in dialogue.

Route 3: North Oak quiet circuit: steps

  1. 01
    Start at North Oak Sign.
  2. 02

Is Japantown the whole of Westbrook?

No. Westbrook contains Japantown, Charter Hill and North Oak. Japantown is simply the most visually distinctive and densely populated section.

Where is Wakako?

Wakako is based in Japantown. Her office is the main contact point for Westbrook gigs.

Can I enter Dark Matter whenever I want?

Not at first. Off the Leash provides the relevant story access. Treat Dark Matter as mission-gated rather than a freely available nightclub.

Where are the Joytoys?

The two early purchasable Joytoy encounters are on Jig-Jig Street in Japantown. Each costs 100 eddies.

How do I start Dream On?

Complete I Fought the Law, then wait for the Peralez storyline to continue. The follow-up is associated with Charter Hill and may require time to pass before the next contact arrives.

Where does Kerry live?

Kerry Eurodyne’s residence is in North Oak. His missions become available only after the relevant Johnny and Rogue progression.

Is the Columbarium only a memorial?

No. It is a major lore location, contains named memorials and is used by the Zen Master’s side-job sequence. It is also an important place to revisit after major character deaths.

Does Westbrook have a purchasable apartment?

Megabuilding H8 is V’s main Japantown apartment building. Other named apartment or luxury-residential locations should not automatically be treated as purchasable properties.
